Kansas State will Allow Stun Guns on Campus in July 2017

TOPEKA — K-State will allow people to carry stun guns on campus when a state law changes in July, but officials won’t provide additional storage options for firearms.

The Kansas Board of Regents made two changes to its system-wide policy for concealed carry on college campuses, which becomes law July 1, to allow for universities to provide additional places to store firearms and allowing people to carry stun guns, which use an electric shock to incapacitate targets.

The Regents made the amendments because of issues that arose when universities crafted their own policies. The Regents approved those policies in December.

The initial policy only allowed for storage of firearms in on-campus living locations and in gun-owners’ vehicles.

One amendment allows universities to designate other storage options for people carrying concealed weapons if they’re going from an area where that’s allowed to one where it’s prohibited.

The second amendment allows for people to carry a stun gun for the purposes of self-defense.

“Whether a particular university will choose to provide or authorize additional secure storage locations will depend on its individual circumstances and its needs,” said Julene Miller, the Regents’ general counselor.

K-State does not plan to provide additional storage locations, but it will allow stun guns, said Cindy Bontrager, vice president for administration and finance.

“I think (the Regents) did that so another university’s policy wasn’t out of compliance with the board policy,” she said. “At this time, K-State does not plan to change our policy regarding storage of handguns and our new revised policy does allow for stun guns, which is consistent with board’s policy.”

The university can opt to designate other gun storage option in the future if it chooses to, said Breeze Richardson, Regents director of communication.
